This study maps the friction — documentation barriers, credit thresholds, network dependencies, and administrative complexity — that converts a well-funded landscape into a practical desert on the East Side.

Three targeted interventions — documentation support, credit threshold flexibility, and structured navigation infrastructure — would address an estimated 73% of blocking-level barriers identified in this study.

Credit flexibility pathways
Character-based and alternative-data underwriting bypasses the primary barrier for 41% of applicants in this study
Navigation infrastructure
A single-point navigator would collapse the hand-offs where the simulated pathways stall. Effect size not yet measured — proposed, not demonstrated

No businesses are enrolled yet. These interventions are drawn from the documentary record and tested against simulated personas running real program rules — they have not been trialled with real applicants, and nothing here is an observed outcome.
